2022 Street Maintenance Project

WHY SEAL COAT? Seal coating new and aging pavements is one of the most important street maintenance treatments that are employed by the City to prolong the useful service life of the pavement. Crack Sealing and seal coating provide a surface coating to protect the pavement from the deteriorating effects of the environment and premature surface cracking.

SCHEDULE:
The City awarded a construction contract to Pearson Bros., Inc.
 
  • The scheduled Crack Sealing work has been completed to ready the pavements for seal coating.
 
  • JULY 18, 2022:  Seal coating is scheduled to begin the week of July 18, 2022, weather permitting.
 
  • LOOK FOR THE NO PARKING SIGNS: Due to the large mileage of streets to be treated we are unable to predict or indicate when they will be working on your street. However, the contractor will be placing “No Parking” signs shortly in advance of starting the work on each street.
 
  • Please turn off your street side irrigation sprinklers when the No Parking signs go up
 
  • The work for each street will be completed in 1 day once it has been started.
 
  • All streets should be completed by the end of July or first week in August.
 

WHAT SHOULD I EXPECT? 
  • Prior to seal coating, major cracks are routed and filled with a crack sealant material. This can be completed any time from 1-year to 1-week prior to seal coating.
 
  • SEAL COATING APPLCIATION. First, streets are swept clear of debris and loose material. Second, an asphalt (bitumen) material is applied by a truck with a spray bar. Third, a chip rock mixture is spread and rolled into the sprayed asphalt material.
 
  • EXCESS AGGREGATE: Street sweeping of excess aggregate will occur approximately, but no sooner than, 5 days after the initial application. An additional sweeping will be performed approximately 30 days after application. Excess aggregate is the most problematic issue associated with seal coat applications and creates a nuisance for roadway users and property owners residing along treated pavements. The City understands this nuisance and works diligently to minimize the excess materials while still ensuring a fully covered pavement.
 
  • WINTER SNOW PLOWING: Property owners can also expect winter snowplowing activities this winter to result in additional excess aggregate that can end up being dislodged into the boulevard areas with the snow. This is normal and expected. To address this, Public Works will be employing street sweeping activities as soon as feasible next spring to sweep the excess aggregate remaining along in the streets. Public Works does not remove excess aggregate from the boulevard areas.
 

SAFTEY AND ACCESSIBILITY KEYS TO REMEMBER
  • Please observe posted warning and no parking signs.
  • Please turn off sprinklers and refrain from watering lawns that are located near the street until one day after the placement of the seal coat.
  • Please stay away from equipment and materials whenever possible.
  • Access to your property will be maintained to the fullest extent possible.
  • Please do not park on the streets from 7 a.m. to 7 p.m. during the project until the seal coating operation is complete and the first street sweep occurs in front of your property. Keeping the street clear from parking during the sweeping operation will help to reduce excess aggregate.
 

COMMON QUESTIONS:
 
Can I drive on the road once the rock is installed? Yes, the roadway is ready to drive on once the rock is installed and rolled. However, special care should be taken within the first 24 hours. Fast stops, starts, and sharp turning can mar the fresh seal coat. Therefore, slow, conservative driving over the first few days will toughen and smooth the new surface and reduce excess aggregate. Your cooperation and observance will directly add to the quality of the work.
 
Can I turn my irrigation back on once the contractor is gone? You may turn your sprinkler system back on to begin irrigating the following day of the seal coating application.
 
Why so many streets this year? The 2022 Street Maintenance Project includes a robust program of crack sealing and seal coating of approximately 31.7 miles of City streets, or 43% of the total local street network. The expanded program for 2022 is intended to apply timely preventative maintenance to all the recently reconstructed street pavements from the City’s capital improvement program, together with the many miles of new pavement that has been added to the City street system through new development. Together this represents the first seal coat to be placed on new pavements for over 24 miles of public streets. In addition, the maintenance program includes crack sealing and/or seal coating existing aged pavements that have not been treated in the past 7 years.
