Hamlet on Sunfish Lake Street and Utility Improvements

CONSTRUCTION UPDATES

  • The City Council awarded a contract to A-1 Excavating, Inc. on March 16, 2021.
  • Construction work on the project has been substantially completed.
  • A-1 Excavating will resume work this spring to address final restoration and to correct punch list items.
  • Once all work is completed and accepted by the city a 1-year warranty will be initiated on all work completed.

 

WATERMAIN HOOK‐UPS AND WELL ABANDOMENT

  • Notification was sent to all property owners on November 8, 2021, providing each property owner 1-year (until November 8, 2022) to make connection to the public watermain and abandon any private wells in order to have your watermain and street assessments waived and to receive reimbursement through the state grant for the costs and fees to connect to city water and abandon your well.

 

FINAL ASSESSMENT HEARING

  • The final assessment hearing date has not yet been scheduled. Once scheduled, individual property owner notices will be mailed out. The Final Assessment Hearing will be scheduled either in the Fall 2022 or in 2023.

 

PROJECT TIMELINE

  • Minnesota Pollution Control Agency (MPCA) Grant Agreement was approved on February 4, 2020.
  • City Council authorized preparation of Feasibility Report on February 18, 2020.
  • City Council approved the feasibility report on April 21, 2020.
  • A Public Improvement Hearing was held on May 19, 2020 and the Council adopted the preliminary assessment roll and ordered the improvements.
  • City Council accepted bids and awarded the contract to A-1 Excavating on March 16, 2021.

 

SCOPE OF IMPROVEMENTS:  The Hamlet on Sunfish Lake Street and Utility Improvement project will extend municipal water into the neighborhood to provide clean drinking water to each of the 41 homes. Sanitary sewer repair and replacement work will also be incorporated into the project prior to reconstructing the public streets. Sewer repair and replacement work was identified to be completed after cleaning and televising the full length of the existing HOA owned and operated sanitary sewer system in anticipation of the city assuming ownership and maintenance. Following the watermain installation and sanitary sewer work, the public streets will be reconstructed together with the installation of drain tile and concrete curb and gutter. This improvement will provide a new bituminous surface supported by a new granular drainage layer and aggregate base.

 

As part of the Grant Agreement with the MPCA, all households in the development, regardless of Health Based Values (HBVs), are required to connect to city water and to have the private wells properly sealed and abandoned, unless exempted by the MPCA as a monitoring well, within one year after water service is made available and following written notice from the city to connect.

 

PROJECT FUNDING:  The total estimated project cost is $4,057,100. This includes $908,500 for the public watermain improvements, $800,000 for the sanitary sewer repair and replacement, $1,814,000 for the street and drainage improvements, and $534,600 for the private water service connections/well sealing improvements. The improvements will be partially funded through a grant from the MPCA under the 2018 3M Settlement Agreement as an expedited project, and in accordance with the MPCA-Lake Elmo Grant Agreement dated February 4, 2020.

 

The City will contract for the public improvements located within the public right-of-way, make payment to the contractors and submit invoices for reimbursement through the MPCA Grant. The City intends to use fund reserves for the public improvements to pay the up-front project costs and to cover any city cost participation.

 

The private water service connection and well sealing work will be contracted separately by each individual property owner. Eligible private property costs will be paid from the MPCA Grant on a reimbursement basis through the city. This reimbursement applies to the contractor costs to install the water service line from the right-of-way to the home connection, the costs to abandon the private well(s) on the property, and all permit fees including a $3,000 Water Availability Charge (WAC), a $1,000 Water Connection Charge, a $430 Meter Fee, and a $60 Plumbing Permit Fee. If the property currently has a granular activated carbon (GAC) treatment system, the removal of the system from the home will also be reimbursed.

 

PRELIMINARY ASSESSMENTS: Preliminary assessments have been established in the feasibility report which has been adopted by Council. The preliminary assessment rolls are available at the link at the bottom of the page and details each impacted property. These amounts are based on estimated project costs and are not final. Upon completion of the project and the one-year period to make connection to city water and abandon your private well, the final assessment hearing will be held and the Council will consider the adoption of final assessment amounts. Properties that have made connection to city water and abandoned the private well will have their assessment fully or partially removed.

  • Preliminary assessment for Public Watermain Improvements. $22,500. Assessment is payable over 20 years at an interest rate of 1% over what the city bond rate.
  • Preliminary assessment for Street and Storm Sewer Improvements. $12,800. Assessment is payable over 15 years at an interest rate of 1% over what the city bond rate.
