Torre Pines Street and Utility Improvements

IMPORTANT GRANT LANGUAGE AND POLICY CHANGES HAVE BEEN MADE:
On October 17, 2023, the City Council voted to repeal all Project assessments related to both the watermain extension improvement and the street and drainage improvement. This action was taken after approving an amendment to the MPCA Grant that clarifies that properties do not need to have their wells sealed in order for the city to receive reimbursement for public watermain and street improvements.

There is no further action required on your part. No assessment will be certified to the County as previously approved in relation to this improvement regardless of your connection status to city water.

Please be further advised that No policy change has been made in regards to reimbursement for private water service connection costs or costs to seal your private well. Proof that your well has been sealed is still required to be submitted prior to the November 11, 2023 deadline, to seek reimbursement for these incurred costs.

Example scenarios.

  1. Scenario 1: Connection to city water is completed. Private well is sealed. All private water service connection costs and well sealing costs are reimbursable through the MPCA Grant if these costs and the well sealing record are submitted to the city as previously established by November 11, 2023.
  2. Scenario 2: Connection to city water is completed. Private well is NOT sealed. No costs are reimbursable. City will invoice the property $4,000 per the current city Fee Schedule ($3,000 for the Water Availability Charge and $1,000 for the Water Connection Charge).
  3. Scenario 3. No connection is made to city water prior to the November 11, 2023 deadline. There will be no reimbursement for any costs incurred in the future for connecting to city water or sealing your private well. Connection may be made at any time by the property owner at the property owner’s sole cost, including applicable City fees.

 

SCOPE OF IMPROVEMENTS: The Torre Pines Street and Utility Improvement project will extend municipal water into the Torre Pines subdivisions to provide clean drinking water to each of the 23 homes. The work will be completed prior to improving the public streets as scheduled for improvement in 2022 in the City’s Capital Improvement Plan (CIP). As part of the Grant Agreement with the MPCA, all households in the development, regardless of Health Based Values (HBVs), are eligible to connect to municipal water and all households that connect to city water must have the private wells properly sealed and abandoned, unless exempted by the MPCA as a monitoring well, within one year after water service is made available and following written notice from the city to connect. The one-year connection Notice was dated November 11, 2022.

 

PROJECT FUNDING:  The total estimated project cost is $2,243,000. The improvements will be funded through a grant from the MPCA under the 2018 3M Settlement Agreement as an expedited project, and in accordance with the MPCA-Lake Elmo Grant Agreement Amendment approved on October 17, 2023.

The private water service connection and well sealing work will be contracted separately by each individual property owner. Eligible private property costs will be paid from the MPCA Grant on a reimbursement basis through the city if all work and documentation, including the private well sealing record, is submitted to the city prior to November 11, 2023. This reimbursement applies to the contractor costs to install the water service line from the right-of-way to the home connection, the costs to abandon the private well(s) on the property, and all permit fees including a $3,000 Water Availability Charge (WAC), a $1,000 Water Connection Charge, a $1,040 Meter Fee, and a $60 Plumbing Permit Fee. If the property currently has a granular activated carbon (GAC) treatment system, the removal of the system from the home will be completed by the State at no cost.



ASSESSMENTS:  
Assessments for public watermain improvements and street and drainage improvements no longer apply to this project. All costs for the public improvement portion of the project will be reimbursed through the MPCA Grant Agreement regardless of the connection status of each property to city water.
