Voting Information


Qualifications for Voting

To vote, you must be:

  • A U.S. Citizen
  • At least 18 on Election Day
  • A resident of Minnesota for at least 20 days prior to Election Day
  • Have any felony conviction record discharged, expired or completed
  • Not be under court-ordered guardianship where a court has revoked your voting right
  • Not have been ruled legally incompetent by a court of law
  • Properly registered

Registering to Vote

If you voted in the last election in Lake Elmo and have not moved or changed your name, you should already be pre-registered to vote in the next election.

If you are not currently registered to vote, or have moved or changed your name, up until 20 days before Election Day you can:

  • Register online (via SoS website, click here)
  • Complete a Voter Registration Application, available at most government officers and public libraries, or online
  • Register in person at the Washington County Government Center

Minnesota also has Election Day Registration. In order to register on Election Day, you must provide proof of residence from one of the following items:

  • Valid Minnesota Driver’s License, Lerner’s Permit or Minnesota Identification Card (or receipt) – showing your current name and address in the precinct which you are voting
  • Tribal ID – issued by the tribal government of the tribe recognized by the Bureau of Indian Affairs that contains the name, address, signature and picture of the individual
  • Voucher – oath of a voter registered in the precinct who can verify the registrant’s address in the precinct. A voucher may only vouch for 8 persons in each election.
    • Residential Facility Employee – of a facility located within the precinct whose name appears on the certified list provided to the precinct from Washington County. This person may vouch for an unlimited number of residents of their facility.
    • A voucher form, found on the back of the Registration Application, must be signed by the person vouching for the voter and by an election judge
    • A voter who is vouched for cannot vouch for another voter at the same election
    • Challengers cannot serve as vouchers
    • Voucher must leave the polling place as soon as the vouching process is complete
  • Notice of Late Registration – sent from the Washington County Elections Office
  • Valid Registration Within Precinct – applies only if the voter has changed their name or moved within the same precinct


Voters may also register by showing a combination of one picture ID that must contain voter’s name, voter’s photo and voter’s old address or name or no address from this list:

  • Minnesota Driver’s License
  • Minnesota State ID
  • Minnesota post-secondary Student ID
  • Tribal ID
  • U.S. Military ID
  • U.S. Passport


with one authorized document, rent statement or student fee statement that must contain Voter’s current name, Voter’s current address and be due or dated within 30 days of the election, from this list:

  •  Bill, or account of start of service statement for:
    • Credit card or banking services
    • Electic
    • Gas
    • Internet Services
    • Rent or mortgage payments
    • Sewer
    • Solid waste
    • Telephone
    • Television
    • Water
  • Student Fee Statement (current term)
  • Residential lease/rental agreement (if it is valid through Election Day)

You must re-register if:

  • Your name or address changes (even if you switch apartments in the same building)
  • You have not voted in four years
