Over the course of the last few months, the City Council has adopted a number of measures to help existing properties transition to municipal sewer and help all residents with road and utility assessments going forward.
The first item adopted by the Council was a wastewater incentive. Any existing properties that have private on-site septic systems, can receive a 50% discount on their sewer connection and availability charge (SAC) if they connect to municipal sewer within one year from when they are notified connection is possible. This amounts up to a $2,000 savings per resident connection.
The Council also approved a number of measures to help with financing the costs of improvements through the assessment process.
- The interest rate charged on assessments was reduced to only 1% above the bond rate for a given project. Previously, the City charged 2% above the bond rate to cover administering the assessments.
- The payback period for special assessments was extended by 5 years. Now streets are assessed over a 15-year period and utilities over a 20-year period. This will help lower the annual impact to the property owner.
- In addition to being able to pay the project cost over a number of years through the assessment process, property owners may now have their WAC, SAC and connection charges spread over a number of years through the assessment process. This reduces the upfront cost at connection by thousands of dollars.
- Lastly, the City has partnered with the Met Council to allow 80% of the Met Council SAC fee to be assessed over a number of years for both business and residential properties.
Property owners will receive a notice from the City when they are able to connect to the new wastewater system and a notice before the final assessment hearing detailing their specific property costs.
