Utility Billing


City utility bills include charges for water usage, sanitary sewer, storm water management and state water testing. These city services are not supported by property taxes. The amount paid through your utility bill covers the cost of providing these services, improvements to the systems, and general system repairs and maintenance. The revenue received from your stormwater utility fee is used for preparation of a Surface Water Management Plan, maintenance of existing ditches, culverts, ponds and storm sewers, capital improvements in developed areas, equipment, planning, inventories and water quality improvements including weed control.

* PSN will be discontinued the second half of 2024.


Attention – New Payment Portal Available Now

We’re moving to an exciting and intuitive new Utility Billing Portal at PAYA.

You will need to take action on your online utility payment account to change any Auto-Pay you have currently set up through our current portal company, PSN.  If you set up Auto-Pay at Paya without cancelling PSN, you will be paying twice.

Don’t worry, while we encourage everyone to make the switch soon, we will keep PSN running for a while to give people time to make the change.

Complete Step-by-Step Instructions

  1. Gather all of the following information;
    1. PSN login information
    2. Utility Billing Account Number(s)
    3. Payment Method for new Auto-Pay (credit/debit card or bank account)

 

  1. Login to PSN at http://tinyurl.com/PSNLE
    1. Click on Manage Auto-Pay
    2. Cancel Auto-Pay

 

  1. Go to Paya at https://lakeelmo.payacp.com/home
    1. Click Register (upper right corner)
    2. Enter Utility Billing Account Number (without dashes) & ZIP Code (of property) and complete registration
    3. Once logged in, complete all contact info including phone/email
    4. Setup Auto-Pay as well as enable text/email notifications

 

  1. You’re done! – Paya is now your Lake Elmo utility payment platform.
