2022 Street and Utility Improvements

PROJECT UPDATES:
Updates will be placed on this website when new information becomes available.

  • City Council authorized the preparation of the Feasibility Report on August 17, 2021.
  • City Council accepted the Feasibility Report on October 5, 2021.
  • A Neighborhood informational meeting was held virtually on October 21, 2021.
  • The Public Improvement Hearing was held on November 3, 2021. Following the hearing the City Council adopted the preliminary assessment roll and ordered the improvements.
  • The city council awarded the construction contract to Miller Excavating, Inc. on April 19, 2022.
  • A neighborhood construction informational meeting was held virtually on Tuesday, July 12, 2022.
  • Construction on the project is now completed and final payment has been issued to the Contractor.
  • A council workshop was held on December 13, 2022 to review the No parking sign plans throughout the Fields of St. Croix 1st Addition. The staff recommended sign plan revisions will be brought forward for formal council approval at the December 20 council meeting.

SCOPE OF IMPROVEMENTS
The proposed project includes street and drainage improvements within the Fields of St. Croix 1st Addition and the Beaut Crest Estates Addition, consisting of approximately 9,800 feet (1.85 miles) of local streets, including Linden Trail North, from 50th Street North to Stillwater Boulevard (CSAH 15); the Linden Trail North loop road; Lilac Way North; Lilac Place North; Larkspur Lane North; Lilac Lane North; 35th Street North; and Isle Court North. The proposed improvements include the reclamation or reconstruction of the public streets with new bituminous pavement, and new concrete curb and gutter. No roadway widening or geometric alterations are anticipated or proposed for either neighborhood. In addition to the street improvements, the project will include the restoration of the existing street drainage system, including either repair or replacement of existing drainage pipe and structures. Drainage improvements will be limited to the necessary improvements to meet watershed rules and to prevent water from standing on or along the new street pavements, and are not intended to resolve pre-existing private property drainage issues.

Since the Fields of St. Croix 1st Addition is not connected to the municipal water system, the Feasibility Report included a preliminary layout and cost estimate to extend municipal water into the neighborhood to serve each of the 47 properties. Following public input on this matter, the watermain extension was eliminated and is no longer part of the scope of this project.

 

PROJECT FUNDING
The estimated total cost for the street and drainage improvements is $2,223,000 for the Fields of St. Croix 1st Addition to fully reconstruct the street, and $463,100 for the Beaut Crest Estates Addition for a street reclamation together with $96,900 in water system repair/upgrades. Of this amount, 30% is assessed to the benefiting properties resulting in a unit assessment of $14,200 for each of the 47 residential properties in the Fields of St. Croix 1st Addition, and $9,300 for each of the 15 residential properties in the Beaut Crest Estates Addition. The detailed breakdown of the proposed improvement costs and corresponding assessment amounts are provided in the report.

 

PRELIMINARY ASSESSMENTS:
Preliminary assessments have been established in the feasibility report which has been adopted by Council. The preliminary assessment rolls are available at the link at the bottom of the page and details each impacted property. These amounts are based on estimated project costs and are not final. Upon completion of the project, the final assessment hearing will be held and the Council will consider the adoption of final assessment amounts.

  • Preliminary assessment for Street and Storm Sewer Improvements are payable over 15 years at an interest rate of 1% over what the city bond rate.
  • The watermain portion of the project was removed from the scope of improvements, therefore there is no preliminary assessment for watermain.
