Old Village Phase 7 Street and Utility Improvements

PROJECT UPDATES:  The City Council has awarded a contract to Minger Construction Company to complete construction of the Old Village Phase 7 Improvements. An update on planned construction activities is outlined below:

  • Work for the 2023 construction season is largely complete.
  • The site conditions will be reviewed for minor cleanup items in summer of 2024.
  • The final lift of pavement will be placed once all other work is completed in 2024.

  • December 6, 2022 A Public Improvement Hearing held. Council orders the improvements.
  • February 21, 2023 City Council approved plans and specifications.
  • March 7, 2023 City Council calls for final assessment Hearing
  • March 23, 2023 Contractor bids received. Neighborhood meeting to be held.
  • April 4, 2023 Final assessment hearing to be held. City Council to consider adopting final assessment roll and awarding a contract

 

SCOPE OF IMPROVEMENTS:  The City of Lake Elmo is extending sanitary sewer to serve the existing properties in the Old Village MUSA area to replace the use of private on-site sewage treatment systems and the 201 community wastewater treatment systems. The Old Village Capital Improvement projects are being constructed in phases and through separate projects. The first four phases were constructed in 2015, 2016, 2017, and 2018. Construction for Phases 5 and 6 began in 2021 and will be completed by the end of the 2022 construction season. The final phase of the Old Village Capital Improvement Plan, Phase 7, is programmed for construction in 2023.

The Old Village Phase 7 Street and Utility Improvements includes the extension of public sanitary sewer to serve the existing 24 platted properties located along Legion Avenue North, the replacement and relocation of the existing watermain, and the reconstruction of the public streets disturbed by the utility installations. The sanitary sewer improvements include an 8-inch gravity sewer main installed along the centerline of Legion Avenue with gravity service stubs extended to the right-of-way for each property. The gravity main will convey wastewater to a new lift station constructed on the city owned parcel located mid-block on Legion Avenue. The lift station will convey the wastewater through a new 4-inch forcemain to be extended from the lift station to the north end of Legion Avenue and discharge into the existing sanitary sewer system located at 30th Street. The existing aged 6-inch watermain will be replaced by an 8-inch watermain and relocated to the west side of the street to provide minimum horizontal separation from the new sanitary sewer. The project will require temporary provisions to maintain both water service throughout the project construction, and sanitary sewer service for the properties connected to the city 201 Community Wastewater System.

Legion Avenue will be reconstructed including a new bituminous surface and the installation of a subsurface drainage system consistent with city street design standards, and will be reconstructed to maintain its existing width of 24-ft. and approximate grade. The south end of the road will be finished by reconstructing and expanding the footprint of existing hammerhead turnaround. A small diameter cul-de-sac was reviewed but determined not to be moved forward with due to right of way constraints, property impacts, and performance for turnaround movements by emergency vehicles. With the post construction roadway width remaining at 24 ft. the west side of Legion Avenue and the hammerhead will be signed “No Parking”. Stormwater runoff will be routed to a treatment structure with sump manhole and SAFL baffle to promote sediment capture prior to discharge into Legion Pond and to meet Valley Branch Watershed District Rules. New concrete curb and gutter will be installed along both sides of the street, together a new storm sewer system to collect and route stormwater runoff to the treatment structure.

 

PROJECT FUNDING:  The estimated total cost for the project is $3,023,000; including $1,581,100 for sanitary sewer improvements, $456,600 for watermain improvements, and $985,300 for street, drainage, and storm sewer improvements. The estimate includes construction costs, a 3%, engineering, geotechnical investigations, easement acquisition, legal, and administration costs directly associated with project implementation.

 

PRELIMINARY AND FINAL ASSESSMENTS: The final assessment roll was adopted at the April 4, 2023 City Council meeting in accordance with the city’s Special Assessment Policy. Street and drainage improvements were assessed at $9,800 (payable over 15-years at 4.5% interest) for each of the 29 platted parcels that have direct access to Legion Avenue. Sanitary sewer assessments were assessed $13,100 (payable over 20-years at 4.5% interest) to 22 benefitting properties that abut the improvements and receive a service stub as part of the project.

Preliminary assessments were established in the feasibility report which was adopted by Council. Please see the Feasibility report dated October 2022 for additional information on assessments including the preliminary assessment roll included in the appendix.

 

CONNECTION TO SANITARY SEWER: In addition to the sanitary sewer assessment, each property will be required to connect to the sanitary sewer system within two years after sewer becomes available. When a property connects to City sewer, they must also pay a $3,000 per REC unit City Sewer Availability Charge (SAC), a $1,000 per REC unit City Sewer Connection Charge, a $2,485 per REC unit Met Council Sewer Availability Charge, and a $60 Plumbing Permit Fee. In addition, each property owner is responsible for the costs to make the sewer service connection from the service stub to the building, a cost that will vary for each property.

The City SAC and City Connection Charge can be reduced by 50% if the property is connected within the first year of being noticed. Financing options for these fees are available and if you’re interested in learning more you can contact city staff for additional information.
