Old Village Phases 5 and 6

CONSTRUCTION UPDATES:  A-1 Excavating was hired by the City of Lake Elmo to complete the Old Village Phase 5 and 6 Improvements project. Construction updates can be viewed below:

Whole Project Area:
•    Punchlist activities will continue early the week of June 5, 2023.
•    The final lift of pavement is tentatively scheduled to begin June 8th and take two days to complete.  


PROJECT UPDATES:  Updates will be placed on this website when new information becomes available.

  • March 16, 2021                   A Public Improvement Hearing was held as part of a regular City Council Meeting. The City Council ordered the improvements and awarded a contract to A-1 Excavating.
  • February 16, 2021              The City Council accepted a Feasibility Report presented and called for a Public Improvements Hearing.
  • January 27, 2021               Contractor Bids were received by the City for evaluation of total project costs.
  • December 16, 2020           City Council approved the final design and authorized the advertisement for contractor bids.
  • June 16, 2020                    The Preliminary Design was presented to the council. The Council ordered final design of the project with the intent to construct the Improvements over two construction seasons in 2021 and 2022.
  • July 2, 2019                        City Council authorized Preliminary Design and Topographic Survey.

 

SCOPE OF IMPROVEMENTS:  The City of Lake Elmo is extending sanitary sewer to serve the existing properties in the Old Village area to replace the use of private on-site sewage treatment systems. As part of the project the City will be replacing the aged watermain pipes and reconstructing the public streets that are disturbed during the work. The proposed project includes improvements in the following areas of the Old Village:

  • 32nd Street and 33rd Street, from Lake Elmo Avenue to Klondike Avenue.
  • 33rd Street Lane, Kraft Circle, Lampert Avenue, and Langly Court.
  • Upper 33rd Street, 34th Street, and 36th Street, from Lake Elmo Avenue westerly to dead end.
  • Along the Shared Private Driveway, just south of the UP Railroad and east of Lake Elmo Avenue.

 

PROJECT FUNDING:  The estimated total cost for the project is $8,718,300; consisting of street, drainage, and storm sewer improvements at $3,533,500, sanitary sewer improvements at $3,668,500, and water system improvements at $1,516,300. The project funding will consist of $2,610,142 in special assessments for sanitary sewer, street and drainage, and watermain improvements; $2,468,500 paid through the Sewer Enterprise Fund; $1,381,300 paid through the Water Enterprise Fund; and $2,258,358 paid through the general tax levy for the City share of the street and drainage improvements.

Assessment details are as follows, subject to approval of the City Council:

  • Street and drainage improvements will be assessed to the benefitting properties in accordance with the City Special Assessment Policy or as determined by the City Council. Residential properties are typically assessed 30% of total costs on a per unit basis. Commercial and Public Facility property is typically assessed 100% of total costs on an adjusted front foot basis.
  • Sanitary sewer oversizing costs will be funded through the Sewer Enterprise Fund.
  • Sanitary sewer lateral improvements will be assessed 100% to the benefitting properties on a residential equivalent unit method (REC), or will be levied a sanitary sewer assessment in accordance with the Old Village Capital Improvement Plan sewer assessment schedule. Properties receiving a service stub will be required to connect to the system within two years after sewer becomes available for connection.
  • Watermain improvements will not be assessed to existing water system customers. Watermain replacement costs will be funded through the Water Enterprise Fund.
  • One project corridor contains 5 properties that will be receive public drinking water as a new improvement and will therefore be assessed 100% of the total project costs for that segment of watermain extension.

 

PRELIMINARY PROPERTY ASSESSMENTS AND COST IMPACTS: Preliminary assessments have been prepared and are identified in the feasibility report. Assessments are based on contractor bids received.

  • Additional sanitary sewer connection fees: Connection to the sanitary sewer will be required within 2 years of the City project.
    • Sanitary Sewer Availability Charge - $3,000 per REC unit.
    • Sanitary Sewer Connection Fee - $1,000 per REC unit.
    • Sanitary Sewer Permit Application Fee - $60 per connection paid up front with permit.
    • Met Council Sewer Availability Charge - $2,485 per REC unit (2020 fee).
    • Cost to run your private line from the property line to your home. This is a property-by-property specific charge. A typical cost for this connection for a residential property is $5,000 to $10,000.
    • Incentive program and financing options made available by the City are detailed on the website (http://www.lakeelmo.org/wastewater-incentive-financing-tools-approved-city-council.html)
  • Additional water connection fees: Connection to the water is not mandated by the City.
    • Water Availability Charge - $3,000 per REC unit.
    • Water Connection Fee - $1,000 per REC unit.
    • Water Application Fee - $60 per connection paid up front with permit.
    • Water Meter Fee - $376.64 (3/4-inch meter).
    • Cost to run your private line from the property line to your home. This is a property-by-property specific charge. A typical cost for this connection for a residential property is $5,000 to $10,000
  • The City Assessment Policy includes Hardship deferral provisions for qualifying property owners.
