The Administration Department is responsible for City Council support, human resource activities, elections, communications, liquor and tobacco licensing, dog and other City Departments. The City Administrator assures that all aspects of City Government functions including personnel, finance, economic development, infrastructure and public safety are being performed efficiently and effectively.

The lead officer in Lake Elmo is the city administrator, who is appointed by the City Council. The administrator supervises and coordinates all department activities, handles citizen inquiries and requests, implements policies of the City Council and enforces all ordinances. Additional responsibilities include preparation of the meeting agenda and materials for the City Council on policy matters, and preparation of the annual budget for Council consideration.
